The best cell phone provider in Panama is Cable & Wireless (Movil+). They have literally wall to wall coverage of the whole country. You can get a monthly plan or just buy cards as they come on sale, which is what most people do. No long-distance fees within the country.
As for Internet service, there are 4 different ones in ADM, and the quality of service will depend on where exactly you are located in ADM as the various providers have different locations for their antennas. I know of a couple of people who use two different service providers to have a backup. However, I think the most common cause of service interruption is power failures, so having two different providers might not always help.
You might want to ask your question again in the forum section so perhaps people with actual experience will be able to provide more info.
